Executive Director – Charlie Burd has been the executive director of the Independent Oil and Gas Association of West Virginia (IOGAWV) since July 2002. His duties include managing the day-to-day operations of the nearly 600-member trade association of oil and natural gas operators and those businesses that serve them. Charlie also oversees IOGAWV’s legislative efforts.
Prior to joining IOGAWV, Charlie enjoyed a 29-year career at Hope Gas, Inc., where he held a variety of operations, sales and management positions. He holds an associate degree in accounting from Mountain State College (’76), a Regents BA from Glenville State College (’82) and is a 1995 graduate of the University Of Oklahoma’s “Economic Development Institute.” He has earned the national distinction as a “Certified Economic Developer,” and is a 2001 graduate of Leadership West Virginia.
Charlie serves on the Industry Advisory Committees for WVU’s College of Petroleum and Natural Gas Engineering, WVU’s Energy and Land Management Program and WVU’s West Virginia Manufacturing Extension Partnership. He is active with the Independent Petroleum Association of America; the West Virginia Chamber of Commerce, and the West Virginia Manufacturers Association. He serves on the steering committee and is the official West Virginia state representative to the Interstate Oil and Gas Compact Commission of behalf of Governor Jim Justice.
Charlie was most recently honored as the “2017 West Virginia Oil and Gas Man of the Year” by the West Virginia Oil & Gas Festival Board of Directors.
Charlie and Leone, his wife of 25 years, reside in Vienna, WV, with their 19-year-old son Nathan who just completed his freshman year at WVU where he double majors in computer engineering and computer science. His older son Charlie, age 42, consults for the restaurant industry and lives in upstate New York.
Office Manager, Meeting Planner, Insurance Administrator – Lori Miller Smith brings a wealth of experience to her work at the Independent Oil and Gas Association of West Virginia, Inc., also known as IOGAWV. She joined the association in 1995 after nearly 20 years of service to Cabot Oil & Gas Corporation as regional administrator. She is IOGAWV’s meeting planner, office manager and insurance program administrator which, under her guidance and leadership, has become Highmark Blue Cross Blue Shield of West Virginia’s largest fully funded insurance program. In addition to being a cum laudegraduate from West Virginia State University, she is a graduate of “Leadership West Virginia.” Outside her duties at IOGAWV, she serves on the Board of Directors of the Girl Scouts of Black Diamond Council and is active in other civic organizations. She is a charter member of the West Virginia Desk and Derrick Club and was a charter member and past president of the Mountain State Desk and Derrick Club. She loves traveling, camping, movies, music and reading, and enjoys living in South Charleston with her family. She is married to Rick Smith, has sons Jason and Steven, both of whom work in the oil and gas industry and two stepchildren, Courtney and Brandon.
Staff Assistant – Dee joined the IOGAWV staff in February of 2003 with 20+ years of business experience. Dee is the IOGAWV point of contact for accounts receivable. She is a charter member and Past President of the West Virginia Desk and Derrick Club. She enjoys arts and crafts and spending time with her family.
Staff Assistant – Tammy Stuck joined IOGAWV in the fall of 2008. Prior to joining IOGAWV she worked 19 years with a Charleston, WV attorney. Tammy resides on her farm in Roane County with husband, Jerry, and enjoys everything about the great outdoors particularly going for long walks, hunting and fishing, gardening and canning.
