Executive Director – Charlie Burd has been the executive director of the Independent Oil and Gas Association of West Virginia (IOGAWV) since July 2002. His duties include managing the day-to-day operations of the over 500-member trade association of oil and natural gas operators and those businesses that serve them. Charlie also oversees IOGAWV’s legislative efforts.
Prior to joining IOGAWV, Charlie enjoyed a 29-year career at Hope Gas, Inc., where he held a variety of operations, sales and management positions. He holds an associate degree in accounting from Mountain State College (’76), a Regents BA from Glenville State College (’82) and is a 1995 graduate of the University Of Oklahoma’s “Economic Development Institute.” He has earned the national distinction as a “Certified Economic Developer,” and is a 2001 graduate of Leadership West Virginia.
Charlie serves on the Industry Advisory Committees for WVU’s College of Petroleum and Natural Gas Engineering, WVU’s Energy and Land Management Program and WVU’s West Virginia Manufacturing Extension Partnership. He is active with the Independent Petroleum Association of America, the West Virginia Chamber of Commerce, and the West Virginia Manufacturers Association. He is the 1st Vice Chairman, chairs the steering committee and is the official West Virginia state representative to the Interstate Oil and Gas Compact Commission of behalf of Governor Jim Justice.
Charlie was most recently honored as the “2017 West Virginia Oil and Gas Man of the Year” by the West Virginia Oil & Gas Festival Board of Directors.
Charlie and Leone, his wife of 27 years, reside in Vienna, WV, with their son Nathan, a junior in the academic honors program in the Benjamin Statler College of Engineering and Mineral Resources – Lane Department of Computer Science and Electrical Engineering at West Virginia University where he majors in computer science with a minor in cyber security. His older son Charlie is the Vice President and Chief Operating Officer of the American Masala Enterprises and resides in New Delhi, India.
Office Manager, Meeting Planner, Insurance Administrator – Lori Miller Smith brings a wealth of experience to her work at the Independent Oil and Gas Association of West Virginia, Inc., also known as IOGAWV. She came to IOGAWV in 1995 after nearly twenty years of service to Cabot Oil & Gas Corporation. At Cabot, she was the Regional Administrator, reporting directly to the Regional Vice President, and managed all office functions. Currently, she is the Office Manager and administers the IOGAWV insurance program, which, with her guidance and leadership, has grown the program into Highmark Blue Cross Blue Shield of West Virginia’s largest fully funded insurance program in West Virginia. Lori plans and directs the association’s yearly meetings and is responsible for all of IOGAWV’s office and business functions. She is a graduate and member of the “Leadership West Virginia Program” for select business professionals in West Virginia. She graduated cum laude and first in her class from West Virginia State University with an undergraduate degree in marketing, which she completed while being employed full-time and raising a family.
Outside her duties at IOGAWV, she serves on the Board of Directors of the West Virginia Society of Association Executives and the Women’s Energy Network and is active in other civic organizations. She is a charter member of the West Virginia Desk and Derrick Club and was also a charter member and past president of the Mountain State Desk and Derrick Club. She is a past Board Member of the Girl Scouts of Black Diamond Council. Outside of her professional interests, she loves to travel and loves camping, movies, music and reading, and enjoys living in South Charleston with her family. She is married to Rick Smith and has two sons, Jason and Steven, two stepchildren, Courtney and Brandon and three grandchildren.
Staff Assistant – Dee Beane joined the IOGAWV staff in February of 2003 with 20+ years of business experience. Dee is the IOGAWV point of contact for accounts receivable. She is a charter member and Past President of the West Virginia Desk and Derrick Club. She enjoys arts and crafts and spending time with her family.
Staff Assistant – Tammy Stuck joined IOGAWV in the fall of 2008. Prior to joining IOGAWV she worked 19 years with a Charleston, WV attorney. She served as president of the West Virginia Desk and Derrick Club in 2019. Tammy resides on her farm in Roane County with husband, Jerry, and enjoys everything about the great outdoors, particularly hunting and fishing, gardening and canning. She volunteers her time for the West Virginia Mask Army, working with another member to make 1,000 masks during the COVID-19 pandemic.
Staff Assistant –
Samantha “Katie” McCracken is a staff assistant for the Independent Oil and Gas Association of West Virginia (IOGAWV). McCracken came to IOGAWV in December 2018 as a temporary employee, then became a permanent staff member in February of 2019. She works primarily with the insurance program and helps, as well, on all IOGAWV activities. McCracken has a son, Alex, whom she describes as “the love of her life.”
